Dogwood trouble?

Hello: We planted a young native dogwood a year or two back (variety Appalachian Spring), which is about 6-7 feet high. The base of the trunk has a lot of loose, flaking bark, and our tree person (MD-certified arborist) said this is from borers. He said that removing the loose bark and spraying with Diazinon or Dursban (?) would work, but I also know that these are not available to homeowners anymore. But I've also heard that this may not be borers, so here are photos showing what's going on. Thoughts? Thank you!
