strange pink goo on soil

I have several self-watering containers with tomato plants near the south side of the house, and on one of them there is a strange pink goo on top. I did not notice it yesterday when I was tending the garden, so I think it is quite new. At first it looks like someone tossed chewed bubble-gum on top of the soil, but on closer look it looks like bubbles or bumps of pink spray foam. When I poked at it with a rock, thick pink liquid came out, sort of like wet puffy paint. I know the description is odd, but I can't think of a better way to describe it. I tried searching this forum and the web, but can't find anything like it yet. I really don't even know what to call it to look for it. It is really weird! Does anyone have any idea what it is? Any suggestions are appreciated.
