One out of 8 boxwoods won't grow...Why??

Hi,

We have been in our home for over 4 years now and all of our boxwoods lining the front of our house have grown but one. I don't understand why. I have made sure that the mulch is not packed up against the trunk and that any landscape paper is not suffocating it. The other shrubs are doing great. They are close to 3 times the size of this one. It is very noticable when walking up to the house, to say the least. I am not sure the exact type of boxwood but I could take a picture if that would help. I have been fertilizing it with a soluble plant food fertilizer once every week or two for the past two months and have seen no improvement. Could it have a disease??

I have thought about swapping it out with another one of the shrubs that is on the end that way atleast the small one would be more to the side of the house and less noticable...but I am scared to death I would just end up killing both shrubs!!

Has anyone else had this problem?? Any help would be greatly appreciated!!
