What's killing my Chionanthus Virginicus?

We planted a fringe tree about 4 years ago, and it was happy and healthy until this year. A couple of branches never leafed out, so I cut them off. Then the leaves started shriveling on other branches. The flowers weren't as plentiful, and were kind of dried out, and the tip growth stopped after about 4 inches (it was growing about 2 feet/year in previous years). Now at mid-summer it's losing one twig at a time...

It is in a wet area of the yard, which has about 1 foot of decent soil over heavy gray clay. While we did have drought conditions in April/May, we have had considerable rain since then.

I love this little tree and hate to see it die. Any ideas?
