That's pretty normal in my experience. I wouldn't dig them up. Unless you pre-sproutd them, it takes a while longer for them to sprout in the colder soil temps we've had. I direct seeded mine about 2 weeks ago and none have germinated yet, but I didn't pre-sprout them. I'm kicking myself now..

This link that Dawn told me about says that your peas may be okay. His germination tests had 94% of peas sprouting at 14 days with the soil temperature at 50F. It took 36 days at 41F--and, even at 59F, it took 9 days. It has warmed up some, but I'm not sure that the soil temperature is warm enough for you to be worried just yet.

The peas that I've started in peat pots indoors have all sprouted pretty quickly (5-7 days), but the soil temperature is between 65-75F--much warmer than outside.

You can check your soil temp yourselves at planting depth using an inexpensive oven themometer, or you can use the OK Mesonet soil temperature data.

Do y'all know how to check your soil temperature on the Mesonet map? The OK Mesonet stations record it at three depths, and you can check the temperature at 5 cm, 10 cm, and 25 cm. You can get the current soil temp, 1 day ave. or 3 day ave. for your county. I check our soil temp on the OK Mesonet map every day to watch warming/cooling trends.

To see the soil temp, click on the link and then click on 'Soil Temperature' on the left menu. That will give you a right menu with a lot of soil temp. options.

I pre-sprouted my peas and planted them in soil that was averaging 53 degrees. They now range from about 3" to about 8" in height.
