Requesting help from a black thumb

Hello, and thank you for any replies this post may receive ahead of time.

I manage a small apartment complex, and I have taken on the job of redoing our front garden area. Many of the bushes and flowers will stay, it's such a beautiful layout once it's back to it's beautiful glory.

I learned from reading the posts in this forum how to get rid of a problem I am having with vinca minor. That's out of the way now, so thank you everyone. I am curious what to plant in the areas were i have removed the vinca, and yes, it was a lot of work.

What flowering blooms last long into the beautiful Seattle summers and fall? Do we have any that last through mid-summer that would be a good recommendation, and from my subject title, i do have a black thumb, at least for house plants. I would like something tall and colorful. I am fine if they have to be replanted each year, but would prefer something that is there year round as well. We have several azalea's through out the garden.

I grew up with creeping phlox. How long does it bloom here in the PNW?

Again, any ideas for filling some now empty spaces would be much appreciated.
