Substituting chilis for green pepper- does this change the PH?

Hi everyone, I am hoping someone can help me quick- I want to make some green tomato salsa using my end season cherry tomatoes. First of all, is it safe to do this? I know the end of season tomatoes are less acidic, but I was thinking since it was salsa, and has some lemon juice in it, it would be ok.

Second, I don't have enough green chilis to make the 1 1/2 cups called for, or enough jals for the 1/2 cup, so I thought I would sub in the leftover needed with extra green pepper that I have here. Will that change the recipe- is is safe to make that switch?
