High school garden possibility

I have an opportunity to start a garden at a local high school where I work, in Pinellas County, FL. our school has approximately 120 teachers and 2500 students. The plot location on campus is still in debate, but could be located within a fenced area; approximately 200x80. There is a water supply; essentially a hose bib at the moment, but could be expanded. It is full sun. The dirt in any of the proposed locations is good ol' Florida sand.

When you create a school garden, what do you need to keep in mind?

For the 'coordinator' of the garden, how many hours per week can you expect to put in? (Certainly this could vary seasonally)

Who gets the produce from the garden?

Is it difficult to keep faculty and students active?

Is it difficult to obtain donations for seeds, soil amendments, tools, etc?

Has anyone obtained donations of top soil; by the truck load? I'm thinking 10 loads might be able to yield a 50x50 for us to get started. A local road extension is removing fill, thought that might be an option...
