Oak saplings overgrown under a Live Oak

I'm super lucky to have a huge Live Oak on the corner of our property near the street. It also has a 12-15 foot long epiphyte in the tree that I think is this variety: http://www.desert-tropicals.com/Plants/Cactaceae/Hylocereus_undatus.html

The blooms were amazing, we must have had ten over a week this past month.

The previous owner neglected the yard and allowed the oak saplings to grow under the tree. They now make a huge circle and are about three feet high.

I want to clear these out and grow a nice assortment of plantings. I'll have landscaper clear the oak saplings, but then what? How do I kill the saplings without harming the tree and how do I replant? I'd like to plant the usual suspects, Florida natives and succulents.
