Is this recipe safe? This time it's Pepper Butter

I hate to be a pest, please forgive me. Since I've been reading about the non acid veggies and vinegar I don't trust any of my recipes. This time it's Hot Pepper Butter

72 Hot Peppers (about 36 - 40 large hungarian wax)

5 C. Sugar

1 pt. vinegar

1 1/2 C. water

1 Tbl. salt

1 pt. Mustard

1/ 1/2 C flour

Remove seeds from peppers. Chop in processor. Set aside. In a deep pan mix salt, sugar mustard and vinegar. Boil 15 minutes. Mix flour and water in a bowl as you would for gravy. Add to vinegar mix in pan and stir. Add peppers. Cook until thick. Put pepper butter in hot jars and seal. Place in water bath for 10 minutes.

Thanks. We love this stuff but better safe than sorry.
