Dill Pickle question

I want to make dill pickles,(not fermented) but in reading here now I am confused. The recipe I have calls for 6 cups water and 2 1/2 cups vinegar. Here is the confuseing part, it doesn't say what percent vinegar whether it is 20% or 5%. In reading messages here, it sounds like I need 20%.

What do I do?
