I don't entirely agree with Jackie's analogy. Most of the time a band-sized plant will give you a flower that looks more or less like the mature shrub. I usually find season and temperature affect the appearance of flowers more than the age of the plant. But there is a picture at HMF (linked below) posted by "Donald's Roses Garden" which shows a semi-double bloom. In the caption he says that the majority of Jenny Duval's flowers for 2009 were barely double, the direct opposite of previous years in which they were much fuller. So, apparently Jenny Duval does this even on mature plants. Also, his first two sentences say: "Jenny Duval is intriguing. Night blooming jasmine loves the sun. If you bought the plant from a store that kept it indoors, that means after a certain time the plant grew soft leaves according to the indoor climate. Now that you have it and you want to have in your garden, just put it there. It's going to loose all those soft leaves and grow new ones according to outdoor climate. Don't be scared, all the leaves are going to dry up and die, but it's going to grow new ones according to the "too much sun, wind, rain", stronger and shorter in size. The only thing that the night blooming jasmine doesn't take is too much cold or snow. Eventually it's going to die. If you live somewhere where it never snows or if the temperature never goes bellow 40 degrees F, you're OK. Otherwise you have to take it indoors winter time. Good luck

One of my corporate clients used to send me a box of homemade chocolates every year, some of the candies were in red cups....those were the lethal ones! Whiskey cherries! Here are some ideas to think about... Winter is a possibility. You noticed these issues during the last two years, a time when a lot of other people in many places have suffered this blooming problem. I have two near each other too and one got two blooms and the other one produced no blooms. Make sure you are not pruning it after flower buds have developed around July-August. Also be careful of pruning it to get rid of leftover dried flowers from last year; the flower buds are at the ends of the stems and while deadheading you could accidentally prune the flower buds. Also, check the soil to see if the levels of nitrogen are high; cheap soil kits can flag cases of high N. They can also detect low P levels. Make sure the two plants do not have water issues (periods of dry, followed by wet). Investigate if there are winter weather problems that could kill the flower buds to one and not the other. See if the down spout (is that what that is?) is causing too much water to accumulate in that area, stressing the plant and making it not develop flower buds or making it kill the flower buds. I doubt too little sunlight will be an issue as it appears to be in bright shade. Some people insert a straight-edge spade around the edge of the foliage spread to shock them into blooming but, I have never had to that so try the other suggestions first. Planting out zone could be a possibility too since macrophyllas are not normally hardy to Zone 5 and require winter protection. Some remontant ones, like Endless Summer for example, have trouble blooming even though they are advertised to be good at that zone. You could thus end with one that can handle it and another one that is not as vigorous which cannot handle the winter.
