Flowering trees/shrubs for barrier island

Our HOA (which is mostly people from up north who hate FL plants like palms--go figure) has asked me for some recommendations for flowering trees and shrubs (not necessarily flowering, but they'd like that) to plant in the common areas. We're on Hutchinson Island, though, so it's a little tricky, since whatever needs to be pretty salt and wind tolerant.

I've suggested things like buttonwood, cocoplum, carissa, etc., but if anyone has any other suggestions I'd be interested. They viciously overwater everything, of course, and I have no hope of getting that changed.

I'd particularly like any suggestions for flowering trees (especially FL natives) that don't have a huge growth habit.
