Help me find the perfect conifer, please!

I'm looking for a fastigiate/columnar conifer that is blue, is good with part/high shade, will grow to about 6' in diameter, and won't readily get more than 20' tall or so but will get at least 10' in 15 or so years. I'd also like it to be relatively inexpensive--I'm looking to spend no more than $200, tops, and I want something for this location I won't need a magnifying glass to see for the first five years!

I like dense plants and will be pairing it with a weeping, mounded golden conifer (Chamaecyparis pisifera 'Mops') and a green globe-shaped conifer (that I haven't entirely decided on--Abies balsamea 'Nana'??) for contrast.

Chamaecyparis pisifera 'Boulevard' sounded good but seems to be a bust, according to reviews. Picea pungens

'Iseli Fastigiate' looks like it will get too tall too fast and will overwhelm the space.
