Do daylilies set buds in the fall?

I came across this little bit of information in today's newspaper and it confused me. I thought I'd pass it on and see if anyone could enlighten me since I haven't been fertilizing in the fall. And I also thought daylilies formed buds on scapes that form in the spring growth.

"I fertilize my 6 acres of daylilies once or twice very lightly in spring. I fertilize them more heavily in fall, when the buds are being formed for the next seasonÂs blooms."
