Treat Soil When Replacing Sickly Rose W/ New Rose?

My Cornelia (about 8/9 years old) has been losing vigor the 3 last years or so, with the new foliage always looking wilted (although not twisted nor distorted). This year it has just about stopped blooming, so I have decided to replace it this fall. The other roses in the immediate area are Penelope, Cramoisi Superieur, Buff Beauty and Graham Thomas. Thankfully, all of them are healthy so Cornelia's problem has not affected any of the other roses. Since I don't know why Cornelia is languishing, I think it may be a good idea to treat the soil before I plant another rose, but what should I use and how long should I wait to put in the new rose in her spot?
