Is this crown gall?

I'm going to be so upset if it is, because this is my absolute favorite rose, Debut. I've had this rose for about three years and this is the 1st time I've seen this on any of my roses. I just planted a carpet rose next to it this summer, so I don't know if it could have come from that, but it looks okay. Our yard has flooded three times this year and all of our neighbors' yards have flooded into ours so I guess that could have brought it in.

If it is Crown gall, I was reading that the roses needs to be removed or it will spread to the other roses. Also, the bacteria lives in the ground for a couple of years. Is there any way to kill the bacteria in the ground? Does that mean I can't plant another rose here?
