Help picking roses 2 grow 4 my wedding!

My wedding isn't going to be until 4 years from now so the roses will have a long time to mature. I want a type of rose that puts off large amounts of blooms(because I plan to decorate my whole wedding myself). But I'd like the rose blooms to have the shape of a tea cup rose. Someone suggested flouribundas to me. Will there stems be strong enough to be in a bouquet? Do you have any suggestions on which flouribundas look most tea cup like and have the most blooms? Color does not matter to me. Thanks for any suggestions you can offer me!
