My 4 rose bushes are dying - HELP!

I ordered 4 bare-root rose bushes from Palatine Roses 2 months ago, and the branches have recently been dying one by one. At first it was the smaller branches, but now the larger ones are being consumed by this browning of stem, and subsequent leaf wilting. Some of the branches have browned down to the bulb.

A friend suggested that this is rose dieback, and that I must prune the branches severely. But how do I prune the branches that have died all the way back to the bulb? Is there anything I can do to prevent throwing away my $200 worth of roses and pots? (My other plants do not seem to be afflicted by this.)
