Rose ID, and bug ID

Hi, I hope someone can help me with this...

I have an old shrub rose whose flower buds get eaten before they open - here's a pic of the blossom and a closeup of the bugs (aphids? scales?) - the buds turn brown and rot away, or dry and drop. I'd be very grateful if you could suggest a remedy, and also guess the variety of rose. Some notes to describe it: about 5ft high shrub, blooms once in early July, very strongly scented, pale bubblegum pink flowers 3-4in. diameter, green bark on young stems, tends to flop a bit, not many needles, leaves light green and not glossy or wrinkled. Quite common in old gardens here.
