I think the habit of the tree looks fine as well. I don't have a weeping cherry, but I do have a couple crab apples whose labels described them as weeping. They certainly didn't look like so many of the typical weeping cherry trees, and their initial growth on the youngest branches were also more upright. I got to reading up on the habits of those cultivars and found out they are better described as 'pendulous' and I really like their presentation so much better than the severely weeping trees. As their branches grow, the weight of the branch eventually bends them over in a most pleasing and novel way and it's so much more natural than the box store items everyone else seems to be growing. The only pruning I've done on them is to remove some crossing branches and open up the canopy a bit to the sun. They've been installed maybe fifteen years now down by the little spring pond, and just keep getting prettier in their habit. Both are in bloom now and I stand at my kitchen window and soak them i as I'm working.

The mounding up you are hoping for might take many years. You must take a firm stake and insert it near the base of the tree, checking first to see if you can find a place where it can be driven through mostly unoccupied soil (pull some back with your hands if you have to to find out) - you don't want to hit a larger root with it and push it down, bark it or break it off. Select a suitably flexible branch near the center of the tree and tie it securely to the stake at several points, so that it is parallel to the stake. You must assume the plant will grow sideways again from the point where the stake ends and therefore use a stake tall enough to elevate the crown as high as desired - after the stake has been driven into the ground. So, if you want the tree to have a top that branches mostly at 6' tall, you need a stake that is more than 6' long.

@akamainegrower - I can certainly contact the nursery to find out. While I bought it in July, they said (and I'm going strictly on what they told me) that the tree was being kept dormant, and so when it was shipped to me was the first time it came out of wherever they were keeping it dormant. I do like the tree, and don't want to just get rid of it. I still do want a weeping tree in my front yard, preferably with a dark pink or purple color. I was looking at a Lavender Twist Weeping Redbud, but can't really buy one now. When would be best to both purchase the new tree (preferably a well established one 3+ feet tall) and to transplant this Cherry to a new location. I have a spot in the back of my house that gets plenty of sunlight, and if this is a Nanking and it will produce fruit it will keep the mess away from the front of the house. Thanks

Other(s) have asked about "weeping" cherries that were purchased smaller-than-usual, that didn't look typical. Yours doesn't either, at this point. Before I think it was determined there was raising from seed involved, probably resulting in a an absence of a weeping habit being passed along to the stock being sold. However, if a single-stem tree is to be made out of yours, without waiting to see if it does it on its own at some point later (looks like it is branching from the base, as trees may often due when planted in the open, without competition for light drawing them up vertically) the procedure is the same: insert a firm stake of adequate height close to the base of the tree (try to figure out where you can due it without pushing down any of the larger roots), select one of the branches and tie it securely into a vertical position at several points along the stake. Use tying materials that will not cut into the bark later, ask at a garden center about this (hopefully the same place you find the stake).
