weeping cherry keeps itself down like dandelion leaves!

I planted my weeping cherry one year and a few months ago when it was just 4" tall. It grew pretty well, yet the branches loved spreading OUT instead of UP. I used two sticks to support it, but it has only worked a little bit on the left side, as you can see in the picture. The right side is completely flopping on the ground.

It is a beautifully grown tree, yet I am not sure if it is natural for a weeping cherry tree to flop on the ground. Is it this way because it is young? I heard that a young tree looks different than a mature one. However, is it supposed to love the ground so much like a dandelion leaves? Thanks
