drainage problems with clay soil

I have an area in my yard (lawn) which slopes to my pond, but is always wet and mucky - even though it's 5 -6' above the pond water level!

We put in a gravel and perforated pipe drain but the drain doesn't flow. So, the problem continues.

I'm thinking the problem is that the contractor put the heavy, grey clay soil back on top of the drain and that the water doesn't permeate through to the drain.

Does anyone know what kind of soil I could use to best back fill the drain so that it will work.

Also, gravel and perf pipe is an expensive solution. I've thought about just creating trenches of good permeable soil every 8 - 10'. Wouldn't this accomplish the same thing?
