Perennials from Seed -- Need help! Next steps?

So far of the perennials I started from seed, I have dianthus and 2 varieties of lavender up and looking lovely. They're in long, 1-inch wide slot-shaped seed starting tray sections, which probably make it necessary to pot them soon so the roots have space.

What are the next steps in their lives? Do I aim at planting this Spring, this Fall, or NEXT Spring? This will determine the size pots to use, allow me to prep planting or growing area, etc. If Fall or next Spring, do they wait til then outdoors, in what sort of setting ideally?

Is there a rule of thumb to tell me what perennials will flower their first year?

What perennials work well from seed? I need to plant a large area and can't afford to buy enough. Looking for liriope and other groundcovers both sun and shade, i.e. ajuga, lysimachia aurea (creeping jenny?), etc.

Have browsed winter sowing forum and am looking forward to trying that out next cycle -- what plants should I try?
