Starter Fertilzer 2x in a month?

Greetings all.

I was wondering if it would be too detrimental to my lawn to apply a starter fertilizer approximately 2 weeks after I applied the original application of starter fertilizer?

I live in VA and did the following:

soil test

de-thatch

aerate

over-seed

all over the course of about 3 days.

The problem is this: I only got about 20% of seed growth and I'm guessing the rest of the seed I laid down either got washed away or just didn't take. My lawn is still FILLED with dead spots and bald spots. ZERO evidence of germination.

I'm going to rent an slit-seeder and go that route in hopes that the seed will plant more effectively. So even though I laid starter fertilizer down on September 12th after my original seeding attempt, should I apply another round of starter fertilizer or hold off?
