spinosad vs azadirachtin

Hello, this is my first post to this particular forum (visiting from the roses forum.)
I need to battle rose midge, which left unchecked will leave me with only a handful of blooms for the entire year.
I have found anecdotal suggestions to try spinosad or azadirachtin (the active ingredient in neem oil) but can find little in the literature about the efficacy against the pest I'm suffering with. I'm inclined to think azadirachtin-which I've never used-may be more effective, but that the spinosad would be gentler on the beneficials/pollinators.
I am nursing and have a toddler and dog who will wander the rose beds so I want to be careful.
Given that I don't know which would be more effective, does anyone know which of these two products are relatively safer/less toxic?
