When to incorporate green cover crop?

Late October, I planted a mix of 40% Bell Beans, 20% Magnus or BioMaster Winter Peas, 15% Lana Vetch, 15% Purple Vetch,10% Cayuse Oats on my 30'x25' garden bed. It has since grown nicely, especially since we've had little rain so far.

It is now about knee high or higher. I plan on planting tomatoes and peppers in early April. When should I plan on putting it down? How do I get it cut down - with a mulching mower or cut it by hand? Then do I incorporate it by tilling it in so it decomposes by the time I want to plant?

It looks so pretty and green now I hate to get rid of it, but I know I need to do something. This is my first year of using green manure, but third year of moving the garden totally organic and look for advice from you experienced with it.
