I need help with my lawn. Pics included

We put in this sod last year, and it looked great, nice and deep green. Now this year it does not looks so good. I fertilize on a regular basis following the Scott lawn care program, and water it twice a week for 30 minutes, which comes to about 1 inch of water a week. I am not sure why it looks like it is dying. When I mow every other week, I hardly get any clipping so it is also not really growing. We live in the Bay Area of California and the temperature averages in the 70's and 80's in the summer. Occasionally we are in the 90's.

Thinking it was the not fertilized enough, I fertilized it twice in a 3 week period (once with Scott's Summerguard and once with a 15-15-15 blend). I also called the farm where we bought the sod from and told them about the situation and they said water it every day for a week and it should green it up, but it has not. It has been 2 weeks since I called them

I am not sure what else could be. I am stumped. Here are some pictures.
