Complicated fertilizing question

I installed new sod in May, watered everyday for 2 weeks to have the sod root. After 6 weeks, we cut the grass and left for vacation for 1 week. Since we didn't gradually taper off the watering schedule (which I just found out we should have done) when we came back, the grass had partly yellowed from not watering. We pulled out the dead patches of yellow grass and reseeded the bare spots.

Now, we see new seedlings of grass growing almost an inch in length, but still very thin (not mature).

My question is- I have not fertilized the area once yet because I didn't want to harm the seedlings. When should I start fertilizing? It is mostly in the 80-90 here in Sac and I have a blend of bluegrass and fescue.
