Need to Redo a Lawn in Fall

I have a place in the Raleigh, NC area that I want to rent out this Fall. The current tenants will move out in October, so I figure I can "redo" the lawn prior to new tenants moving in.

The current lawn is a mix of bermuda and crab grass--the tenants have not done anything to maintain the lawn other than "occasionally" cutting it.

My plan of action:

1. Round Up the lawn twice starting in early August. By September, I think everything will be dead so that I can plant TTTF.

2. I figured I would rent a seeder to sew the seeds. Is this the best thing to do, or should I hand sew it and cover the seeds with wheat straw? I think I am going to use Lesco transition blend--still debating the exact seed brand.

3. Once everything sprouts I'll apply some starter fertilizer.

Is this a good plan to produce a thick fescue turf? Of course proper fertilizing and weed control management will have to take place, but will this plan get me a good turf off the bat? I am a warm season grass guy, so this will be my first time working with fescue, so any info will be greatly appreciated.
