Bermuda grass streaking ?

I've only had bermuda grass for 3 years, so I'm still learning about it, but I'm having a problem I can't figure out.

I seem to have a lot of dormant grass from last season, that is still present in the lawn. My grass looks like a mix of new green growth and the brown growth from last season, which gives the lawn a streaky look. I don't believe it's a fungus or anything like that, since the entire yard is pretty much like that. I am mowing on the lowest setting to try and get rid of the brown blades, but not sure how or when it will lay down, leaving the green new growth as the only visible grass.

One observation is that my grass does not look very thick compared to other neighbors, which could be my problem. Perhaps since the grass is not thick enough, it's not choking out the old dormant blades? One other observation is that the brown I'm seeing is blades sticking up, it's not necessarily brown thatch laying on the ground.

I have fertilized, but perhaps too lightly. Could my issue be that I need to get thicker grass (which I understand will happen with warmer temperatures) to choke out the old brown? I have considered getting a dethatcher, but I don't see the neighbors doing that and their yards look fine, so perhaps that's not necessary.
