Any suggestions to help a neglected Spider Plant?

Hi,

Just inherited this Spider Plant. -- It has been kept in the very low light of a small, shaded, translucent window in a cool, dark, cellar for several years. Irrigated rarely. The medium is very hard. Was told that it has been losing as many leaves as it gained and so doesn't expand. Photos were taken at its original site.

Amazing plant. The live foliage looks quite nice to me.

Any suggestions what best steps to take? Re-potting in a better mix seems the obvious step, but didn't want to chisel into the current mix before inquiring here. What, if anything, should be done about that rather long "base/stem" (not sure of the right term) made up of the remnants of past leaves?
