uphill dogs - downhill veggie beds

I searched the forums and can't find the info I need so I'm asking for help on my urban edible landscape.

I have some 100+ year old very weathered oak tongue and groove flooring from an old (1893) farmhouse. It's been outside for 3 years and I'd like to use it as a base along a fence for a large no-dig vegetable bed. I'd like to put the boards down on top of my grass along a fence line and add about 3-6 inches of good compost. I might broadcast a good late season cover grain just to improve the soil for planting next year. My problem is that the two dogs next door - and uphill - have their droppings all over their yard and it isn't picked up. I suspect that during heavy rain events it all just washes downhill toward my lot (we get 30-35"/year). Any suggestions on how to protect my veggie bed, whether I use the oak or not? The oak was from a demolition project 20+ years ago and it's doubtful that it was treated with any lead based coatings. Any alternatives to the no-dig bed?
