PLEASE tell me how to get my berry bushes to fruit!

I bought 2 bare root blueberry plants 2 summers ago. I planted them in my vegetable garden that gets moderate sun. They grew - barely. Basically they turned into 1' tall sticks with a few leaves in the summer. They never produced fruit. I transplanted them to a sunnier section of my yard (full sun) and added some root growth stimulant (recommended by my local garden supply guy) to the earth. At the same time I also planted 1 raspberry and 1 blackberry plant that I got from Home Depot (the kind that look like thorny sticks coming out of the box). So now I have a nice little row of 4 sticks planted in my sunny front yard.

PLEASE oh please help me get them to fruit!! I so want some delicious berries this year. Aside from the root stimulant and the weed-blocking cloth that I put down around them, what can I do? I watered them a lot when I planted them and it is raining today. When should I next water them?

What can I do to get them to grow and fruit????
