You'll need to remove the mulch in order to direct sow seeds (annual or perennial) or the mulch will prevent germination or growth and you'll need to keep the mulch off until stuff is big enough. I had to do this last year...such a pain and things were looking patchy for a while. You can also sow one type of seed in an area so you'll know what they are but keep in mind rain will wash things to other places and then transplant elsewhere...which is pretty easy to do and the little plants bounce back really quick. I would not mix annuals and perennials just because perennials are really slow to grow and really won't look like much for year 1. Annuals grow like crazy and you can sow them in a tray (even now) and transplant out in a few weeks so you don't have to remove the mulch and they will get big by late june and flower for the rest of the summer. I like salvia victoria blue, cosmos, alyssum, california poppies, and bachelor buttons. Post a pic when you can, would love to see the result.

Adding a bed/bath doesn't always add value. If you aren't changing the size of the house by having an addition for the third bedroom and second bath, then you probably won't see any additional value added. In fact, as mentioned above, you could very well have a reduced value based on the newly non-functional 3/2. Any buyer and/or appraiser would have to take into account the cost to restore it to a functional layout. Walking through a bedroom to get to a bedroom doesn't add value. Having a very small bedroom (7x10) would be a detriment in my market and possibly in your market. I agree that the best way to add a bedroom/bath to this home is through a well thought-out addition. It would need to look natural as if it was an original part of the house rather than an after-thought. Consider working with an architect. It's possible that an (actual) architect could come up with a functional floorplan within the current footprint.

I like the reflection you'll get from the window onto your mirrors above vanity. I like the semi-private toilet allowing 2 in bathroom. What about doing a built-in linen as suggested (more of a cabinet than a closet), which means no door needed. Then move door to the bathroom up near all the other doors. You'd need a different kind of door - it puts all 3 in the same spot and you'll have door swinging issues, but a pro here could offer suggestions on that. Would love to see photos. Bermuda - wow :)

The best thing you can do to keep costs down and increase your success rate, especially with mail order bulbs, live plants, and seeds, is to do lots and lots of reading and research into varieties for your area. Phoenix Perennials in BC is also a very good mail order source I can recommend, and I believe they've had Mont Blanc alliums in the past. Again, sign up for the online newsletters so you find out what they have available when. Rare and/or popular varieties go fast. A list like this -- perennials by bloom time through the season -- is helpful.
