Replacing gas fireplace with wood pellet burner

I am in the process of replacing a gas fireplace with wood pellet burner. The pellet burner will be on a raised granite platform with a large 1-1/4" thick granite panel behind it. Clearances from the wall are as specified in the installation instructions. The 3" exhaust vent for the burner will use the existing wall 9" diameter penetration left from the fireplace.

My question regards the double walled exhaust vent. Are the joints in the vent piping supposed to be covered by the metal duct tape?

Also, the existing penetration is approx 9" in diameter while the buner vent pipe is only 3" diameter. Should I fill the cavity in the 9" duct with rockwool type insulation?

thx to anyone taking the time to offer advice.
