Skim Coat Heavily Troweled Walls?

Hi - We recently purchased a 10-year old home that has heavily troweled walls. The troweling was poorly done (think big blobs of plaster in places, very think raised trowel, in some places it is chipping off). Apparently the walls were not primed before painting and the old paint was brown. Question, I was thinking of light skip for the next texture but have been reading smooth walls are the trend. Is this the case? If I go to smooth walls, is it really possible (even with a really good painter/drywaller) to achieve this after such a bad troweling job? Should I stick with a texture to cover the old sins or try the smooth. My bid from the contractor is to get the walls to a level 4 finish. Thanks!
