Roses not growing after two months in the ground

I planted two roses a couple months ago, later than I have in the past but well before any insane heat here (zone 10a, southern California). They get bright shade in the morning and from noon to about 7 they get direct sun. They both look fine -- leaves seem healthy -- but there is absolutely no new growth. No buds. It's like they're asleep. Both were bought from Huntington Gardens in their annual plant sale so I suspect they had been taken care of pretty well.


One is a Voodoo Rose, grafted. The other is a Royal Sunset rose, also grafted. Both appear to be at least a couple years old.


I've watered twice a week and I've given them weak fish emulsion solution a few times in the last couple months. What gives? Is there something else I should try or should I just wait it out and hope they wake up?
