Tulips bulbs first Spring but no flower

I'm getting some very weak results from some natural "species" Tulips I received last Autumn from one vendor. Many bulbs only sent up one leaf, but I do have some that will bloom. I had no problems last year with bulbs from the same place. I would expect the bulbs to do well at least the first Spring. I planted in rather dry areas.


Should I assume the bulbs were of poor quality? The bulbs didn't like the conditions or the weather?


Can I expect a Tulip bulb with only one leaf to grow normally next year? Or are they too weak that I should dig up and plant something else?
