Air vent under cabinet toe kick question

our new construction we just moved into has air vents under several cabinets, but instead of having a skinny toe kick air vent cover, the air just comes out the top of A special gap Above the base trim. There seems to be two layers of trim, one that has a hole so the air can get out the top, and the front pretty layer which Just looks flat. I’ve attempted to illustrate it for you below.


it looks great but concerns me because I can feel the drawer or cabinet directly above the vent getting warm, it seems like a huge waste of heat. being a new construction means it must have passed all the inspections though. I’m concerned about energy loss and other issues.



has anyone seen this before?
