Concrete floor vs wooden joists with subfloor

I bought a house that has an unfinished "garage". It's been used as a storage room -- garage door has been removed and replaced with a wall with a door. I plan on using it as a storage room and workshop and won't be parking vehicle there.

There's no real floor right now, it's just ground/gravel and carpet is directly on top. I'm considering two options:

* Pour concrete slab. Then I can either seal it and use concrete floor directly or put vinyl plank flooring on top.

* Put in couple of concrete piers and then wooden joists and subfloor on the top

Which option do you think is better? Can pouring concrete compromise structural integrity of stem wall around it during earthquake? The house is old, built in 1948. Pouring concrete would cover sewage pipe so it would be inaccessible for repairs. would that be a big problem?
