HVAC in new construction - debris damage?

I am purchasing a new construction home and had it inspected. The inspector found significant debris in the furnace. No filter was installed. He also found the A/C unit was not performing to spec, but believes this is due to the furnace debris. He recommend the furnace and ductwork be fully cleaned.

The home was a model and has been used for around 5 months. So the furnace was running and then the A/C.

Two questions:

1. Has the furnace suffered permanent damage (such as the blower motor)

2. Can I trust the cleaning will fix the A/C unit?

Trying to understand if I need to be concerned about long-term damage.
