Builder won't include windows on drawing

Has anyone had experience with a builder not including features on the drawing? There were 13 windows on our drawing of which the builder said he would only include 2. We're already in the build phase and noticed one day some of the places where there should be windows, there weren't. We have already signed the drawings 6 months ago agreeing that these were our plans. We talked to the builder as soon as we noticed and he is now saying they are optional. He sent us new drawings without the windows and is saying he updated them to reflect what should be included in our build. These windows were not noted on the original drawing as optional and it is not written anywhere in the contract or options packet. The builder didn't discuss these windows as being optional during the pre-construction meeting. He offered to include two of the windows but any of the others he won't supply since it won't be time or cost-effective. I've included a screenshot below of the windows no longer being included. Has anyone had a builder change the drawings 1/2 way saying something was actually optional? We have a realtor looking into this but I wanted to see if anyone had personal experience. The builder is essentially a does tract construction builds but allows for some custom changes within the plan.
