What to do with small patches of water-saturated land

Small parts of the lot have patches of waterlogged land particularly after there's been a heavy period of rain but generally softer ground compared to the rest of the lot most of the year. What's the best way to handle these areas?

For areas, where the land is depressed and water isn't seen on the surface but the ground is soft and clearly with a high content of moisture / water, I am inclined to fill it with leaves to build the land up over it. Is that idea okay? Would you recommend something different?

For other areas like the one that can be seen in the photo, where the land is actually hilly / higher and not depressed, I was thinking of lining it was palm-sized rocks? I'm figuring this represents a more-or-less constant state and it would be difficult to plant grass or anything else there that has a chance to survive. Am I mistaken?
