What Does This Photo Imply About Water Saturation Under My Patio?

I was installing a stepping stone adjacent to a patio that has been cracking due to tree roots. The soil is not settling under the patio, because where the roots come in the concrete lifts instead of sinks on either side of the root. Installing the stepping stone, we put in some class 2 base rock and tampered that down to the level of water that we sprayed into the excavated hole. What I am noticing is that the base rock does not dry out after even four hours. The water saturates the soil and remains there for a long time. Would this maybe indicate that this entire area has a similar saturation problem?

Maybe under the patio concrete slab, there is a significant amount of moisture, and as a result, this area has become a target for roots of trees all over the garden? This might suggest that when this concrete slab gets replaced, it would be better to use pavers or some alternative that lets the soil underneath dry faster?
