Eliminating cat urine smell from crawl space

Hi Everyone, we have a crawl space that is accessible only from a small space from our basement. It's filled with mostly dirt and broken concrete/rocks It is not an encapsulated crawlspace and has exposed insulation. We're not sure if our cats peed in it or not, but when we have it blocked off, the trapped air smells of cat pee, but we could not find the actual source.

I've already googled the subject and trying the bowls of vinegar to see if that helps.

My questions is whether I should try to cover it with sand or dirt? My hope is to try and resolve 2 problems (odor and discomfort due to rocks/stones).
