Can I use KILZ on concrete subfloor under VFP?

I made the mistake of taking a stray in who turned out to be pregnant. We kept them all in our spare bedroom. The cats are gone now, but I have to make that room our nursery. The smell is HORRIBLE. We have tried several things. Mopping with vinegar, pine-sol, and Urine Off bacteria & enzyme cleaner. The smell is still radiating from the room. We have to keep the door closed to the rest of the house doesn't stink. We have aired it out several times with the window open and the whole house fan on. Nothing. We have decided to pull up the vinyl floor planks which I'm not happy about, but I can't take it any longer. There is no wood subfloor underneath. Just concrete. What can I do? I've read a lot about KILZ, but will the new VFP stick to it on concrete? Or do I need to use a concrete sealer and hope the smell isn't soaked into the concrete?
