Size of rug and room -Rules? please advise

Just curious as down the road I will probably be looking for area rugs when I finally pull out the old wall to wall and install hardwood in our living room. Is there a guideline for how much smaller the rug should be compared to the dimensions of the room? For example if the room is 14 by 13 my guess is 9 by 12 would be too big so 8 by 10 would be right but is that correct?
