Chimney Condensation?

The lower part of my chimney appears to be wet. This occurred over time after having a new gas boiler installed along with a chimney liner. Both the boiler and the water heater vent into the chimney liner. Prior to installation of new boiler, both the old boiler and water heater vented into the brick chimney with no liner. The chimney is sealed at the top and not leaking. Prior to this set up, I did not have this issue. What can I do to get rid of this? Is it condensation forming in the chimney area below the liner? Is it safe to install a clean out near the bottom of the chimney?
