Gun laws or rules for citizens

Is it “shoot to kill” or “shoot to stop, injure or wound”?

Actually I thought police were to shoot to wound, or shoot those sand bullets or use the taser. But it seems lately they shoot to kill, even when the perpetrator is running away!

I think gun laws are more strict on citizens versus the police. It’s not the 1700’s anymore. Can’t just go Rambo.

But the “stop a fight” post got me wondering. If your stopping a fight with your gun, do you aim for the knee, heart or head?
